To begin the cause, the right of self-determination must be paramount.  Self-determination is attained by following a course of order codified in the US and State Constitutions. Those seeking to realize the goal must have the mechanics of this transition as their bible. The group should define it's goal strictly.  To become a 51st State is a noble cause.  To become a proud new star on the flag, the State must uphold the highest forms of lawful endeavor.
Proud citizens who are very well educated in the steps lying ahead will foster a stronger State. A logical first step is to define the boundary.  Second shall be nurturing public opinion to the positive/negative impacts that the future State of Jefferson holds for it's citizens. Third will be fair and open discussion.  Open discussion includes distributing thoughtful letters, transcripts of debates and public meetings, and access to mass media.  A message must be delivered to all parties who hold the decision making power. Who will refine the remaining thoughts into a movement? The corps is willing to be led. I have a strong interest in this movement as a rural citizen of Multnomah County. My wish has been to form a new county from Portland City limits west to Scappoose and south to Washington County.  I believed I was the only one who thought in terms of secession.

California is run by its southern counties, the rural northern section of the population has NO voice whatsoever. Legislation is passed to aid the economic status of the south, with no regard to the agricultural element of the northern counties. People from L.A. will never understand that food in the store comes from a farm.
